I bought this whistle because my next door neighbor has three chihuahuas from hell that bark for hours on end every day and night. One of the good reviews said that the whistle worked to quiet loud dogs. Mine makes the Chihahuas bark MORE. AND IT IS NOT SILENT. I'm sure my neihbor has heard me blowing on it but even that didn't help. I know these whistles have other purposes, training, hunting, ect, but are they supposed to quiet loud dogs?
